Russia jumped in and, put troops between the Syrian Kurds and, Erdogan. Congress is apoplectic about losing control on initiating war. As long as Trump is chief executive, congress can't create any sneaky attacks to keep the war going.
The Dems are now the israeli war party. This doesn't sell well to an electorate that is very sick of war. Israel is willing to continue the wars until all the American troops & treasure are used up.
