Cashing in one's Birth Certificate

Some new information i learned today, and i dont really know what to believe;;
is it actualy true that we can mail our birth certificate to the U.S. treasury and they have to set us up a credit account for what the value is? has anyone acualy done this
seems possible to me

Maybe if the government had a surplus, way it is now you would probably get billed from them lol.
