How to calculate metallic screen dimension of HV cable

Hello!

I am working with high-voltage energy cables for voltage 110kV.
I wonder on what basis is determined by the copper cross-section swinging (metallic screen).
I wonder what is the equation and maybe if someone can explain why in some cases higher and in others a small section of this balancing swinging?
