Great find on a very simple hydraulic device that uses gravity as its driving force. This device is an elaboration on the Ram Pump which has been in use for many years, as you have ably mentioned. The Ram Pump operates under very well understood and basic hydraulic principles, however it is inherently inefficient and its output is very much based on what the desired initial input/output flows are. As the elevation lift increases the available flow decreases, however over a 24 hour period this may be irrelevant.
The modified Ram pump by Valentin Kutienkov is actually very excellent conceptually and technically. Perhaps a stroke of genius... Overall an excellent example of out of the box thinking.
Unfortunately this device appears to be locked up by the higher powers of the earthly universe according to your initial research on the subject. However, where there is a will, there may be a way...
I believe that this device may perhaps be easily replicated using standard PVC fittings and a pressure tank used on common water systems with the exception of the first check valve. As always the devil is in the details. More later when the details have been digested.
Thank you again for bringing this interesting and perhaps worthwhile invention to everyone's attention.

Todays ram pump have only one spring. Its holds shut the valve to pressure container. Water flow through stream pipe accelerates from a standing start. Moving water has force which picks up a weight valve at the bottom of a vertical pipe. Flowing water lifts that weight to close the pipe. The water hammer back up stream pipe lifting the valve in pressure chamber and forcing in water. Water in the stream has stopped moving, so it has no force and the weight valve drops back down allowing water flow to recomence.
Using such water force exiting the land side of the pump for turbine electric is easily done. However Horsepower/Kilowatt require both force and volume. 1 litre water per second at 9 bar pressure passing through an 82% efficient hydro turbine/generator produces 720 watts.
A ram pump will drive 1 litre of water 10 feet up for every 10 litres that falls ten feet down.
1 litre of water falling a total of 20 feet downward has more pressure than 10litres of water falling ten feet.
However the 10 litre volume produces more electricity even though at a lower water force. This is because volume replaces force in all mechanics.

Read the pdf, and it was great. I have already built 2 ram pumps and they are fantastic. I could not get the performance I needed to pump the water where i wanted as my incline was to much for the small flow I am working with. After thoroughly reading the 23 page pdf, it all seemed to make sense to me. I could not fight the impulse to buy two 1" brass foot valves and see what I can do with them. I am going to start by experementing on the adjustment of the spring tension on the foot valves to get them to open by minimal static head. After I figure that out I will have to construct the pressure chamber and figure out the optimum pressure for the diaphram. Seems to easy to work as stated, but so does the ram pump. This device in my opinion is just cleverly using the water hammer/ shock effect in the opposite direction as the ram pump to create the oscillation of the pump. Construction of the ram pump was easy and since the pdf was unclear to pipe sizing I am going to use some ram pump sizing (as to inlet/outlet), and see what happens. The pdf seems to give me the impression that you can pump twice as high as the depth of the inlet.
If I can make that happen, it seems that there are many ways take advantage of this device.
I will post if I have any success.

The Giza Pyramid.
It would seem that none of you have heard of the research by John Cadman who discovered the actual purpose for subterranean chamber below the main Giza pyramid.
It is a water pump per-say, but it's purpose was to generate a pulse and send it into the upper parts of the megalith. It used water vortices as the main 'cog' in the actual internal mechanism of the pump, which differs from any technology today. If you ever research John Keelys' work, you will notice that he used the same method and approach in his machines also.
The pumping of water is just a by-product of this pulse generation process.
