Fascinating guy and a believable motor. I have the impression though he has designed it but not built it. If you can believe his credentials people with the resources would do well to give this build a try. There would appear to be enough info in that 141 page document to build it.There is no important work, there are only a series of moments to demonstrate your mastery and impeccability.
