great idea, but if you look at the FBI / VAULT / Tesla.. you will see there have been many many people asking and demanding the same thing.

The answer almost always was :

good idea, but hopeless effort.
Tesla's final inventions of directed energy weapons and such, with any military application will never see our eyes. doesnt matter how many people sign it.

You would probably have more luck asking for public tour of Los Alamos Biological research lab or getting CDC to admit poisoning vaccines

a more realistic mission would be to authorize viewing and online posting of the Library of Congress and the Vatican's records.
