Well, maybe it's not so much about the oil. Maybe it's about the contracts awarded to get the infrastructure in place. Kind of like lucrative postwar reconstruction contracts in certain countries... Perhaps by dragging this out, a lot of money can be made, and as a "debacle," the price of oil and gas can be kept high without the extra supply (of oil and gas) in the world and regional markets.
