The "coil for electro magnets" isn't necessarily the best coil for this purpose.
The regular flat spiral coil is already a step up/down transformer so all you have to do is build it.

That is certainly possible, and has been done many times before.
The problem I find with flat spiral coils is that they work too well.
You will have to pay extra attention to the insulation of the coil.
(also some extra spacing between the center windings helps a lot)
