Recently, two YouTube videos were released by Sonny Miller of what is being claimed in the title as the "World's First Practical Magnetic Engine 100% Magnet Powered!" It appears, though, that there is some speculation that, at least, the timing of the "engine(s)" or "motor(s)" is being powered by "servo motor(s)." See thread Miller Colson Magnetic Motor.
The question is, "Can it be claimed that the referenced "engine(s)" or "motor(s)" is, in fact, "100% magnet powered" when the timing of said "engine(s)" or "motor(s)" is powered in some part by "servo motors"?" I leave the determination of that answer up to you.
No matter the answer of that question, one fact is true, and that is: "Such an "engine" or "motor" is not to be replicated without some major level of difficulty. At least, it's not a task to be undertaken by the novice.
Therefore, if an experimenter can not easily replicate such a device, is there a relatively close approximation to it? I believe that there is.
I believe that the answer is to be found in magnetic neutralization, as presented by gap-power.com.

With some modifications to a single cylinder internal combustion engine, a competent builder could probably construct a device approximating the following design:

Of the above design, two advantages make themselves present: One, mechanical energy from the engine can be used to power an electric generator. Two, counter-EMF can be harvested from the neutralization coil and used (1) to recharge batteries requiring a charge or (2) to power a resistive load.
