The acrylic is acting as a dielectric & the meter probes & steel disk are acting as parallel-plates. Any voltage differences probably have more to do with how thick the acrylic paint is than with the different metals you've tried. Welcome to the forum BTW.

I don't know for a fact. You haven't really explained the logic behind your battery creation, so I'm assuming you're taking shots in the dark with random material combinations. Even touching the probe of a voltmeter to each hand results in some voltage reading.

My best guess is that graphite & oil-based paint are both too insulating to conduct any voltage. Oil is often used as an insulator for transformers & graphite is used in some resistors.

By experimenting further with the Battery 2.0 (Steel Disk + Acrylic Paint).

I was trying to make a battery that taps into the zero point energy !!

I had some theories of how to do it :

1 - Exchanging energy from and to zero point energy sea.

2 - Splitting the zero point energy into positive and negative energy.

3 - Pumping up zero point energy with a kind of energy pump.

4 - Use casimir effect cavities to extract zero point energy.

2. Again, how do you expect to "split" the energy?
3. What are you using as the energy pump?
4. How do you expect to produce "casimir effect cavities"?

How does any of this connect to painting steel with acrylic? It's one thing to want to do these things, but there doesn't seem to be any real theory behind how to do any of the "theories" you've posted.

I have found a way to increase the voltage from 0.780 to 1.005 mV

I used acrylic paint + chinese coin between steel disk and silver disk.

The chinese coin slowed down the energy drain !!
