I linked to Torque Converters. Torque Converters because they are turbines encased in a steel egg. Perhaps a ready made recycling source for an annular ducted fan, and they also have a connection of sorts to the Clem Engine.
In the Clem Engine the medium is oil, which is incompressible, so in looking at that motor as the cone thing rotates the base picks up oil on fingers lining the inside of the cone. As the oil reaches the top it then proceeds outwards along the disk. At the edges of the disk are butterfly valves, as in a pulse jet, or possibly a constricted orifice, but likely a valve arrangement like on a pulse jet, and as the force of oil carried outwards exceeds the valves spring action, it then opens and a pulse of oil is ejected before snapping closed once more and then it's repeated. Each time these valves are closed the oil moving up the spinning cone adds compression to the atmosphere contained inside the cone. It's pretty simple actually.

Look at a pulse jet. Either by means of a flap, or by way of metered flow, the Clem Motor is incorporating elements of pulse jet, a fan jet, a axial flow jet motor, a tornado, and a flywheel.
