Well I looked at the water for fuel, and using a GLASS container for hydrogen is DANGEROUS much better to use other containers, also suggest to use a bubbler when producing hydrogen. Search youtube, with hydrogen fuel and you will find alot of good ideas.
For Biodisel it is a great idea, but be prepared to deal with hazardous chemicals, and be able to store it. Again good videos on youtube of these who are using it and making it work.
As always, let the buyer beware! Be sure before you invest to find someone who is doing it, and visit them and check them out, the fuel may be cheap to produce, but you must also count the amount of time you will be spending making that fuel, and also the parts you will be $$
I agree with Mart about the bubbler. Also, that PCV valve enhancement looks to me like a miniatures "condensator" to filter sludge from PCV outlet through an "adsorption" process but looks like they're using BB's instead of silicon gel beads. They did a pretty good marketing job on their website.
With the bio-diesel, I just paid over $550 for 150 gallons of oil furnace fuel (simply diesel color dyed different for taxing purposes)...and seriously considered getting something like this: FuelMeister: Home

I'm in a cold climate buy by tank is in the basement so fuel gelling isn't going to be a problem for me.
Any Josh Tickell book is good for biodiesel or greasle powered anything. I have his "From the Fryer to the Fuel Tank" book and it is simple to follow. I have had 5 old Datsun Z cars and on his cover he has an old Z car with a 2.8 liter diesel turbo running on filtered veggie grease...unprocessed, just cleaned up and that is what I wanted to do
What information these people are supposedly providing you with, isn't worth a single penny. Just by looking at their set-up it looks VERY VERY cheaply done, not to mention the numerous problems with their design.....Holy Jesus, they even use a glass mason jar, not Just about the most dangerous choice but also the absolute "WRONG" material to use in electrolysis....It also looks, well to put it mildly "like trash"...

There are even some pretty decent sets of plans for beginners set-ups here...
To be honest I wouldn't advise you to build any "booster" until you have a good general knowledge of ALL the aspects of adding a device to your vehicle.....
