IMHO, you are going to want to use the Photon Radiation on the already formed H2 and O2.
I have never seen any reference of Laser energy into the water bath...with the exception of the water fuel injector (never seen it in the water of the water fuel cell).
When used on the Water Fuel Cell...the Photon energy (LEDs) are on the GAS processor, which sat on top of the WFC.
After all...ions will neutralize on their own if allowed to...we are modifying the ions.
If we subjected the stable O2 and H2 to ONLY a voltage zone (or H2O for that matter)...w/o amps. We will not see much...this is because the static voltage only polarizes molecules/atoms. If there is no electron flow...then no covalent/atomic bonding is "broken".
However, IF we realize that water has a relaxation time...which, allows it to hold this charge (or polarization) for an instant after the static voltage pulse is shut off. We can offer half of this charge (the electrons in this case) another path to take towards neutralization. This means instead of electrons entering into the water bath...electrons are leaving the water bath.
This explains the eye-witness reports of "running cool"
We don't need the photons in the water bath...because the BI-polar nature of water...and the length of it's relaxation time.
However, when in gaseous form...H and O have a much smaller relaxation time...this is because the electron/proton interaction across Atoms are much quicker then across molecules.
This is the reason for additional input of Photon energy. If you have studied well, you will notice that the LEDs are actually powered by the Electron Extraction Circuit (EEC) from the water bath. The significance of this is that...the EEC is essentially a FLIP-FLOP off the Voltage input. Meaning, the LEDs come on as the Voltage shuts off...
Where I'm going with this is here....Since the gas has a much shorter relaxation time...the photon energy is supplied during the voltage off time. This prevents the atoms from relaxing back down to ground state.
It is now possible to manipulate the charges across the atoms...to say...turn on another EEC and steal MORE electrons.
My point......DON'T WASTE TIME/MONEY on putting lights into the water bath....Build a separate "reactor" tube set...aka...Gas Processor, to send H2 and O2 through with LEDs.
The secret to Meyer's system is Quality of Gas...Not Quantity of Gas!
If you can figure out how to alter the power ratio...u win!
