Exploding Water Spray

i have got a sudgestion to use this:

to explode fine water spray with high voltage spark to H and O2 in a 2-3 stage engine.
i would like to have some feed back or disscuse it with some people who got their speciality in this type of technology. This is not a hydroxy proposition. this is a proposal of engine that would create gas to be burned from athmosphera itself or from fine water spray using a high voltage spark.
i have an i dea of how to creat high voltage sparks cheaply.
and i also got the idea of how this engine should look like and how the candle that explodes water spray or air to work.
