My guesses so far:
"rhombe" is French for a diamond shape, but the patent is speaking of Cones.
"double cone at common base" is double cone with a common base, one solid single piece of iron,
side-ways looks like a diamond shape or a 2D side-view of a Octahedron.

So what I figure it is saying so far is:
A 3D double-cone or diamond shape (3DC) unmagnetized hunk of iron with or without spiral etchings.
The 3DC is a catalyst (remember Schauberger used a catalyst in his devices) that sucks in magnetic impulse.

Observations:
1) We can see "the camera effect" in many videos with spark gaps.
2) The camera effect has duality in that the white dots come in pairs spaced or pulsed as Bodkins stated.
3) Camera effect or steam of two dot pairs is vertical, but the two dots, the pairs, can have a horizontal or vertical orientation to each other. See Big Tesla Coil for vertically paired.
4) In video: Big Coil 1, the fluorescent bulbs are only lit at the ends and the middles are dim.
5) HV videos, in wireless lighting, do show only the closest part being lit.
6) The eye and camera are poor observation tools due to lack of processing speed and a glitch in an observation might not be a glitch at all, but a normally unobservable event.
7) the color hue of the Tesla bolt whitens when it becomes grounded and the bolt brightens before the contact area.

High speed filming, not just slow motion, of sparks would be helpful.
FYI, irfan allows frame by frame viewing of saved videos for those without an editor.

I have questions without answers.
1) what reasons are there for the spark having a violet or purple hue?
2) why is it the hue dims and the bolt whitens when grounded?
3) what parameters create the camera effect, it isn't seen on on just any spark?
4) Camera effect, vertical or horizontal pairs is due to the spark gap being oriented vertical or horizontal and the two paired dots are the left and right side of the spark gap?
5) what reasons are there for zig-zag nature of a spark (bolt)?

"Simplified" idea about observation #4 :
Pressure as the way the energy moves fits this observation. It does not explain in what direction the flow is.
If the bulb is under "some what" equal pressure across the length then the energy would get more intense as it tried to exit at the ends, however that does not explain the closer end being the brighter of the two ends.
If the electrical wiring relative to the bulb is less conductive or insulated from the pressure then the electrical wiring would have a stronger relative low pressure at the closer end than the far end, allowing more high pressure to exit the closest end of the bulb.
Why is the middle of the bulb dim if this is not true?
