PWM'd power supply

I hooked up a pwm from my power supply to mess with source volt and it seems my fan motor likes to run at 7.5~8 volts.
My question is: would using the pwm be the same as controlling the resistance on the trigger wire?

it depends on your setup. if you are just running the pwm to a capacitor then you would still tune the fan like normal.
