Yes, that's what is said. It may the case, although I don't think so because Howard Johnson's track layouts used symmetry and worked fine. In any case, though, I would suggest that replications be made as exacting as possible to either of MYLOW's working models first, before any modifications are attempted. I feel certain it can be made to work better, but a first replication should be as precise as possible to the original specs. That's why I have posted precise measurements, and I hope these are helpful to replicators.
Incidentally, the Howard Johnson prototype which sparked MYLOW's imagination, and which is constructed with some similar aspects, is shown below:
