She is talking about the Cap on emissions as somehow improving things environmentally by going after the big polluters through imposition of these caps, which are limits on the total emissions these big polluters are allowed to legally spew out. That sounds fine and dandy to those who don't understand how Cap and Trade actually works, but I think that if you take a moment to read my post # 19 on that subject you would agree that this plan will only result in the big polluters spewing out even more pollution than they do now. That's why I say that mandated and enforced across the board reductions in pollution is the only realistic cure to the problem.

Though I don't agree on your point about cap and trade (bc businesses always run by profit and they are not going to pollute in lieu of profit) Lisa says nothing about cap and trade.

She is discussing enforcing the already existing law which sounds to me exactly like what you are saying.

I had read your point and am still looking for the difference.
