Since no one seems to have answered your ?, I will. No, it is illegal, in the U.S., for ANYONE to 'jam' cell phones. Schools may well have a rule against students having them in class, or USING them, but they CAN'T 'Jam' them.
Even prohibiting students from having them in class would be problematical, as parents would probably object.
After one of these 'school shooting' events, parents are all trying to call their kids on cell phones, and students are calling 911, etc. So, I THINK what you heard was B.S. Jim
