While I believe that Obama was not born in Hawaii, there is nothing that can be done in light of a State of Hawaii issued BC. The problem is that it's an official document and the legality of throwing it out would upset a lot of apple carts.
At the time Obama was born (and today as well) there were still a lot of births that occurred at home and without doctors present. As such, nearly all states had an "honor" system for documenting a child's birth and applying for a birth certificate. If you question and/or throw out Obama's BC on the basis that there are no hospital records you will set a precedent whereby all certificates granted for non-hospital births are to be suspect as well.
In all likelihood, Obama's maternal grandparents who were residents of Hawaii at the time and relatively well-to-do, made sure to file the necessary paperwork to insure that B.H.Obama would be documented as a U.S. citizen born in Hawaii even though he likely wasn't. In their defense, they were likely just doing their best to protect their grandchild from the youthful mistakes of his rebellious mother. Nevertheless, a record of birth lacking in details (details they couldn't provide and still have him be considered a natural-born U.S. citizen) was granted for him and unless they are going to open up Pandora's box, will stand. Being that those who would have committed perjury by claiming to have witnessed the birth in Hawaii are no longer living, there's nothing that can likely be done.
