    Are these the same in terms of stored power?

    1 x 10,000mf @12v
    2 x 10,000mf @6v

    2 x 10000uF @ 6v:

    Series = 5000uF @ 12v

    Parallel = 20000uF @ 6v

    You would need 4 x 10000uF @ 6v to match the 10k uF @ 12v. 2 in parallel connected to 2 in series I believe.

      So if a 10,000mf cap that had 12v in it and was dumped in to a load until it went down to 6v, would that mean it still has half its energy?

        E=1/2(CU^2)

        E(6)/E(12)=36/144=0.25

        So after discharge from 12V to 6V the condenser will have 1/4 from the initial energy.
