Does anyone know how to prevent the installation of a smart meter on your home. I live in CA. I'm starting to feel like I'm living in Russia.

    Prevent? PREVENT?

You will go with the "program" or be sent to a rehabilitation facility (camp? ) where your outlooks will be corrected...

Sorry man, I'm just kidding. Maybe you can claim some religous grounds, that always works for anything.

Your religion believes that the radiation from the Smart Meter is deadly, or something similar...
Are the ravings of a lunatic signs of a genius?

What the heck is a smart meter? Can you make it spin backwards? Whats the Big brother element? I know nothing of this.

The smart meter is being sold as a way that you can save money on your electric bill.

But first you will be paying a variable electric rate that will change through out the day and with whatever load is being placed on the generator. Then you can call or go to a web site to find out when the "predicted" highest rates will occur tomorrow thus you will be able to cut back your usage of electricity during that time and hence save money.

Simple right? All you have to do spend is spend a bunch of time monitoring electric prices and plan your daily life in conjunction with these varying prices. As my old dentist used to say "what else could you be doing and have more fun?"

Oh yes also if not enough people chose to cut back on their usage and the power company decides that they are running out of electricity, then rather then buy some high priced electricity from somewhere else, they can remotely turn off power to individuals producing rolling black outs.

I hope it is not to obvious but the most formidable solution to your problem is Get Off The Grid.
Other than that most smart meters just regulate your AC unit based on time of day. They also do range of broadcasting to help the power company shuttle the appropriate supply around its grid. They may or may not broadcast for the billing cycle.
I am not sure why you would feel this to be invasive as they are not capable of actually monitoring your activity personally (Above and beyond what they already do). And as a subscriber to a power company you are subject by default to that companies advances in technology. Smart grid is coming, if you don't make your own power you have to learn to live with these things and the efforts of the companies to reduce cost on themselves.

          Sorry
          Matt

Anyone know if the new smart meters are capable of being driven backwards using a trace inverter from your own power source?

Most places just use 2 meters. One for outgoing and one for incoming. Unless they offer a "Net Metering" service that is worth using. Most Net Metering programs will turn the meter backwards. Alot of companies offer it but it is not worth a bean because any overages are retained by the company, as well as the carbon credits.
The meters themselves will just record the power output or input into different slots of the meter record.
The better bet is always "Sell All" as you are then allowed any state and local federal credits. Usually a Sell All has 2 meters for better record keeping. In this state they use all the old meters for the sale side and the new meters for the incoming side.

I did read about a meter that can function as both meters but I am not sure if they are being used or not. They also required a non standard box behind them.

Basically any meter can be charged backwards it will just depend on the software in the meter and the capability of the billing system that the power company uses.

              Cheers
              Matt

Notification is legal justification for just about anything. Use it; they do.
