Xenon is about 2 1/2 times heavier in mass than Argon.

If 2 different objects or element have the same volume but different masses one of the objects will be heavier than the other.

Difference is air density creates wind. If you keep the two different air pressures constantly different than you can create a constant wind.

A wind turbine is a 'reaction device' who's energy conversion/transfer is dependent upon the mass (not pressure) of the gas. A light, flowing gas will impart LESS energy to the turbine and a heavy, flowing gas will impart MORE energy. Take it from there.
