There are currently two rather well known dissidents in Russia that I am aware of:

Prof. Philipp Kanarev: Professor Ph. M. Kanarev, Krasnodar
Prof. Joseph Smulsky: Prof. Joseph J. Smulsky

Both are out spoken critics of Relativity theory. They have many papers posted on their web sites. Kanarev is an ether advocate.
