Maybe I am wrong, also Ramset readings are on single digit so offset, but
COP
(18,972 l *1,163 * 27° )/600 =~ 0.99 for Ikea
(18,972 l *1,163 * 24° )/420 =~ 1,26 for resistive heater
Have I ovelooked something? (I must admit that I could made mistake with modifying Your formula)
On the other hand I can belive You that COP rises with tempeature also if boiler is design that way ring and can (not mechanical) frequency optimized for >100°C
