Is cutting the toroid and inserting the paper a crucial step in obtaining a working unit?.

I ask this because Duncan's effort appears to use an uncut toroid, and yet he achieve OU.

You can still have smaller OU factor with uncut toroid but it will take more effort to achieve same result.
The paperclip between pieces of ferrite seems to have sam effect as having paperclip between magnet and secondary coil.
