Is this not what happens within a homopolar motor or any other perm magnet motor? repulsion/attraction of the magnet to the coil being pulsed at a range of freqs? but this magnet is being pulled back into place due to the magnetic force of the larger magnet?

This has been accomplished with great success! one can create high Q resonators which operate at these low frequencies (go ahead, I dare you to do the same thing without miles of wire (large capacitors do not work due to low Q of resultant circuit)Comment

Remember, if your going for this low a frequency,
divide down from a reasonably higher frequency
to maintain a reasonably stable ELF output.
Or, in the case of practicality/cost,
use two offset mid 1000's frequencies,
to obtain a low frequency zero-beat instead.
1000-khz / 1007.8-khz as an example,
these are much simpler to produce with stability.
This is often done for audible/visual feedback
in bio-feedback equipment to maintain 3-12-hz
