Nor did the fellow who declared it efficient. His secondary idea that he has also not built (using large coils instead of magnets or motionless) shows you his understanding of time constants in electrical circuits. The design can simplify home built generators by making the balance and attachment of moving objects safer. Beyond that you will have to figure out somethng different on the issue of efficiency.
The plans at your link are a typical rip-off job by Creative Science. The generator depicted on the front page was invented by John Ecklin in 1979. It was an unpatented variant to his US Patent #3,879,622. This was the first design, proposed 33 years ago, that has lead to ALL of the work going on in all of these threads on reduced back-emf generators and machines that can circumvent Lenz Law.
The plans do not lead to the understanding of a "High Efficiency Generator", as proposed. There is simply too much magnetic flux leakage and poor magnetic flux coupling between the input and the output to produce either high efficiency output or low back-emf behavior.

When I was in college my parents encouraged me to take finance but I really wanted to go into physics becuase I loved science and enjoyed exploring...sigh I took finance and German now I waste away my life in a cubicale as a commercial bill collector(although I hope to go back to the prison soon)
Regardless ...my desire to explore and my love of science never died and I have been constantly learning and tinkering. In many cases I have rebuilt several many things from scratch just to learn how they work when it could have been much easier just to buy it. In fact above my work shop is a sign that says"Ich erfinde das Rad täglich wieder" (I reinvent the wheel every day"
To some it may sound futile and a waste of time but I have learned a great deal by building things others alreadey have. In the process of learning on my own I have gone in unexpected directions to the point that I am now very close to building my own Bedini/Watson Machine.
I also recommend that you listen careful to the folks in the forum they are a tremendous help and very knowledgable. I owe a great deal of gratitude and respect.
So the short verson of my long winded advise would be to go down that already trodden path you really have no idea where it leads
