My question would be the Voltage source and Amp draw on the Generator and amplifier and if there powered by the mains.

With the caveat of never using a signal generator, there are many problems here.
The first, is that with 378V and 441mA - that tube would be one heck of a lot brighter !
His input is 61mA and 6V from the signal generator, apparently turning into 26V from his coil setup. At 6V and 61mA I would expect an approximately 20W fluorescent to light to that brightness.
Build yourself a Slayer exciter, running at the same input and you can replicate his results. Here's the unfortunate kicker, you'll also see your meter show wild numbers.

Mainly, he is seemingly experiencing the problems of digital multimeters in close proximity to the field. They show bizarre readings and can malfunction readily. The wiring of the meter, the hookup points, the meter electronics themselves...all are factors.
An analog meter is still not 100% accurate because of the coil inside, but the sort of readings he is seeing should, as I say, show that tube to be fully lit at least.

Take a look at the Joule Thief SEC exciter and variants thread for similar results and figures.

You can have 100 volts times 100 amps and still have ZERO WATTS because your voltage and current are shifted 90 degrees in the rotation of the circular function. I'd say that it is more of a digital meter misrepresentation in this case, but watt meters or expensive oscilloscopes with math functions are the only way to go when measuring these things.

          Hey,

Not trying to nit pick or anything, but if they are 90 degrees out of phase they will only equal zero watts at the points in time where amperage and voltage peak out. At the 45degree mark, they will have a cross product (watts).

Lets go with zero effective watts... Energy storage is equal to energy return, no usable power.

Hi Ron, The input really needs to be measured out of the battery or the wall
whichever is the source. The output needs to be measured in a way that is
accurate, either with the correct equipment or rectified to DC and smoothed.

The power consumed by the function generator and the amplifier should also
be considered input because without them there is no input.

Slider is right the fluro should be lit up bright, you claim to have 166 watts going
through it at an appropriate voltage for the fluro to light. But it isn't lit up bright.

My question is why have the fluro there if it is not lit up ?

My thoughts are that the measurement devices are not designed for what they
                are trying to measure.

Another question is why are you trying to prove OU in such a rushed way ?

What would be the purpose or benefit of that ?

If there was extra energy being shown where would you say it is coming from ?

                Cheers
