Cap Dump and Charge Battery Voltage

Hi All,

I have a cap dump circuit pulsing 1A into a RV battery. While its pulsing, the voltage doesn't change very much. Just bounces around from 12.20 to 12.24 or 5. I increased the current pulse to 3A and still had the same readings off the charge battery.

Is this normal?
Is the battery no good? (bought in as a reconditioned battery from the local Battery Pro)

Any comments or suggestions are greatly appreciated.
