Actually it's not 100% water powered, the sHHO, as they call it, is bubled through gasoline as a lubricant before it enters the engine, but hey, it takes very little gas in the process.

I still have no clue as to what sHHO ( Stabilzed HHO ) really is and how they do get the pressurization without self explosion. Bob Boyce indicated that his cell with his gas mix would self ignite with pressure greater than 10? psi.
Electric field strength in the area above the plates in BB case might be the reason why it self ignited.

they talk about the bubler/separator being negatively charged, and the gas exiting the negative end of the cell. This may play a role in the "stabilisation" of HHO. This particular cell is ran at no more than 15 psi, contrary to the "blue box", wich is ran at 100+ psi? This is a circulating cell, they pump the electrolyte and gas mix continously, that may be a factor that increase the cell's performance, because it dislodge the gas bubles from the electrodes + it might create another EM field since the electrolyte seem to be filled with iron oxyde (Rust). I might very well be that the iron oxyde is there ON PURPOSE, to act as a catalyst for the reaction. Iron oxyde is a semiconductor, but unlike silicone, it cannot be oxydised. I've read in a recent scientic article that iron oxyde was used sucessfully as a catalist for electrolysis reaction. I'll try to post the details later .
