I won't say don't buy it, that's your decision, but before you do, check out what I think is, HHOconnection.com, however, if you google hho generators you'll likely get a lot of youtube clips, the guy has several that I've seen, he seems to be a genuine sort of guy and his info seems to be cosher.
In any case "wet generators" are not very efficient..too many losses, what's known as dry plate generators are much more efficient.

Further, I worked out based on lpg figures for a 4.2ltr ford engine, that you will need a generator that produces around 30ltrs /min, to do about 70klms/hr that's a big ask....running on hho only.

Perhaps the best advise I can offer is do your research before buying ANYTHING!

You can buy stainless steel plates from ecoplates on Ebay (amongst others) but you need to know that the material is what they say it is and that the plates are properly sanded and conditioned. The driving electronics are crucial.
