A simple ozone generator creates a good quantity of atomic nitrogen. It won't stay atomic for long but point is, super critical parameters to create it are not necessary.
I'm not going to mention anyone's proprietary methods for breaking nitrogen with low energy but can be done with low energy using a combination of ignition coils and the right geometry of metal plates.
Catalysts make it easier - but I would beware of the kind of nickel if you go that route because depending on the formulation, can give off vapors that cause suicidal tendencies. Iron can be safer but if it gets to a hot enough temp is another is another issue.
The bottom line is that Meyer created nh3 in his reaction when he started with none as admitted by him and other eye witnesses - the significance or energy requirements are a secondary issue that everyone is free to speculate on their own. Whatever energy requirements really are necessary are already intrinsically satisfied within the system to provide such requirements due to the fact that nh3 is created.
I personally don't buy pre-determined definitions of what is necessary to do what from any reference because I see to many things happening that defy conventional definition.

I had this crazy idea to put a catalytic converter in the place of an air filter to ionise the incomming air to the engine..
There is a company ( Z5 ) that sells ionisation gadjets that is a copper ring plated with gold and other thing and as the air is vortexing into it it creates ionisation..
Problem is it makes the ECU react and it sees this as a too lean mixture and cancels the economy by adding more gas.. You have to use a EFIE just like with HHO.
So I thought why not use a catalytic converter as air ioniser? Would adding high voltage with very low current to it do something to ionise further?

when you bubble exhaust gases with water you get nitric acid ... tutanka if the process you say is correct then it can happen ONLY with electric fields present..
