They are said to produce ionic/monatomic hydrogen and oxygen, very poweful gases that easily pass through metal and loged through the engine block, especially aluminum blocks. I won't go into all the details of what a joe cell does, you can google it for more info.
What I'm interested in and was not able to find the info, is how exactly a joe cell is able to produce such gases and a regular flat plate drycell HHO does not.
Joe cells are notoriously difficult to run and unreliable. They lose their ability to run the car and there's no reasonable explanation why it happens.
One guy that has started a forum on yahoo: Ernst Cell, has alegedly ran his car with the cell alone with HV connected to the cell and the cell completely isolated from the vehicle chassis. He used a simple relay coil to switch the IC.
He said that this method solves the problem of the cell loosing it's charge.
I thought about a similar setup before finding out about Ernst cell. I'm now reluctant to try this setup as it can easily create microwave or soft x-ray, wich needs shielding and can create radio interference, a MIB and problem attractor in my view. So I decided to back off with the HV idea, I might try it just for fun as I have all the material to do it: Heavy duty IC, IC driver from RM cybernetics 80KV diode, and specially constructed toroidal coil.
Now I'd like to find out about using pulsed 12V to a concentric tube cell, aka joe cell. Has this been done before? I've never ever seen someone post a video or informations about that. Some say tubes produce a different type of gas. Add in bigger electrode spacing, neutrals and a difference in surface area between the positive and the negative electrode, as in the joe cell, now you have a completely different scenario than a flat drycell or a Stanley Meyer setup.
One would argue that it is an inefficient design, as it will have current leaks at at the tube edges. This problem can be overcomed with:
- a 3/4" insulation of corona dope, or ideally, ceramic at both ends of the electrodes.
- Short pulsed current, with a PWM such as this:

One does not have a complet picture of the performance of a cell setup without ALL of these factors:
-Volume of gas produced
-Real power consumed. Not so easy to calculate with short square pulses,
unless you have the scope shot of current and voltage curves.
-Explosive force of the gas. Again, not so easy to measure. Lighting the bubbles can give a good idea, no real measurments.

What if we use the concentric cells with pulsed currents? Will it still produce the ionic/monatomic gases? If it will, even at lesser quantities, and if that overcomes the inherent "charge loss" problems, I think it would be a worthy candidate for an efficient booster, or even running a car on water alone.
Someone told me that Bill Williams one of the most famous man that has run his car with joe cell only, was running it with 12v attached to the cell AND Lye as electrolyte ( sodium hydroxide ). I don't know if this is true of not maybe someone here can confirm that.
Bottom line, I think there's still a great deal that as not been tried in to concentric cells.
