ieee paper and likely process for infinite loop

I've been following this topic on various threads for a while and saw this paper, has any one read it? I think Meyer was right that he could produce gas but his end product was browns gas not pure diatomic hydrogen and oxygen. This even after my training as a qualified physicist and engineer.
It seams that mainstream science is slowly catching on.

Once gas production rates are up, the process I believe will produce results is:
Meyer electrolysis for browns gas.
Ignite gas on high resistive steel surface to boil water.
Put steam through turbine of turbocharger to power compressor.
Put steam through Tesla turbine to generate electricity for fuel cell.
Use compressed air from turbo charger compressor to drive process.
