What is Stanley Meyer's Water fuel cell capacitor?

I've never been really interested in water powered cars but talk about Stanley Meyer's Water fuel cell capacitor has got me confused. What is it, i can't find any info about it any where and what does it do? The only reason why I'm ask is because i'm working on something very similar and doing google searches kept bringing me back to Stanley Meyers Water fuel cell capacitor. Does anyone here know how it works or what it did?

Stan Meyer believed that gluons provided a zero point energy aperture when an atom was stressed and flexed between two high voltage potentials. Ravvi`s wfc is based on meyers 8xa patent, he claims very good results but i cannot find anybody who has copied it despite his setup being open source. Fingers crossed we can get it copied by others.
