Hi Franco,
I know you are throwing out theoretical ideas here and that's great.
But from my own personal experimentation, UV does not produce any noticeable increase in Hydrogen energy levels. I'm not the only one, a guy produced a video on YouTube (I couldn't find it) but he also demonstrated that it does not really work. Will post it if I find it again.
The only thing that has been proven to work is to place a heating element into the hydrogen gas. The heat (or longitudinal waves in the ether) will disassociate the H2 into H1. This is exactly what Rossi did and it worked. Yeah, he stole the idea from Lyne but it is still the only thing proven to work.
I suggest you not waste time on UV and hydrogen.Comment

The secret is the wavelength of the laser; my friend did an experiment and has proven that the absorption of laser light occurs for wavelengths from 20 to 200 nm; in effects with these wavelengths do not find cheap laser (this was my intent), however you can also use a circularly polarized laser as demonstrated by this experiment:

And what happens if you wrap the reactor with a coil powered RF?
I could stabilize the atomic hydrogen and then get nuclear fusion
